Gen. Lopez, the modern Quixote, is in imminent danger of atoning, measurably, for the outrage he lias inflicted upon public law and humanity. The proper ullicers of tho government nre on his track, and he will bo dealt with in a manner.to deter other desperadoes from any similar enormities. In consideration of the brief time allowed for com. pleting the debate on the California message, the Houie is engaged in a continuous iptech, each member occupying tho floor during his nllotted hour. Tay. lor, ol tho Chillicothe district, succeeded in getting tho floor, and lie addressed a full House aud crowded gal leries, in a manner that elicits tho wannest applause. Ho planted himself handsomely unon the President's plan, and declared himself now and forever opposed to the extension of human slavery. Mr. Tay lor is one of the working members, and but rarely obtrudes himself upon the attention of the House ; but when he does, he is listened to with profound attention.The Omnibus Bill was under discussion in the Senate to-day, the Hon. Hopkins L. Turner of Tennes see, ono of the ablest men in OnngreBs, having the floor. rl is speech ot to-day was enlivened a little by an at tempt at a flagellation of Father Richie. Mr. Tnrnoy is tho principal getter-op of the suuthern organ, his ex traordinary zeal in tho matter, resulting from a feud of long standing between b.mself and the venerable Nestor. Of course ho cotnesiu for a good deal of abuse iu the colunuiB of the Union, for Father Ritchie is one of that class of political casuists, who believe an editor has full right tn use a public journal as an instrument uf private malice. To-day, Mr.Turiioy took occasion to pay back with interest. He also denounced the Omnibus Rill with vehemence, nnd principally, as was apparent iu his speech, because tho Union supports it. After Mr. Taney had concluded there was a most singular display on the part of Senator Whitcomb of Indiana. He arose, he observed, not to make an argument on the question, but simply " to put himself right before the country." But Mr. Whitcomb missed his mark wonderfully, for everybody thought he mistified his mysterious position very thoroughly. It will be remembered thut when Mr. Whitcomb supplanted the Hon. Sidney Breeze in the atfectious nf the Hoosler Legislature the general tmpraiim was that his success resulted from the single and simple fact that Mr. Breeze repudiated and Mr. Whitcomb an -opted tlie Wilmot proviso test. But tiwlay Mr. Whitcomb assured the Senate thai he regarded the Wilmot proviso as clearly unconstitutional. He afterwards affirmed that he should vote steadily against the extension of slavery, but would go in for the Omnibus bill as coming pretty near his views, although he was prepared to go the entire figure lor the ndmission of California, independent of alt oilier questions. Now if this ii not an explicit defining nf one's position, then it will be difficult to find ono in the history of demngogues. Immediately after Mr. Whitcomb had completed his rxpose the day was made memorable by a rejection by the American Senate, of the principle of the ordinance of '87. It was proposed as an amendment to the Or-dtnnnce Bill by Gov. Sewanl, and rejected by a vote of yeas 96, nays 30. So we go 1 The Connecticut Legislature. Wednesday, June 5 P. M.
