NEW YORK (JPS)—National budgeting tiecame a major l.tsue of contention In American Jew¬ ry last week, with proponents and opponents marshalling forces and canvassing communities, despite announcement by the Council of Jewish Federations and Welfare Funds that decisions on the pro¬ posal have been deferred for the General assembly to bo held "early in 1046", and that the re¬ ferendum which was to have been earlier had been called off The proposal, made by the Board of Directors of the Coun cU of J/ewlsh Federations and Welfare Funds, is meeting with organized opposition from the newly formed committee to Op¬ pose National Budgeting, of which Ezra .Shapiro, President of the Jewish Community Council of Cleveland, Ohio, Is chairman and William Sylk, Secretary ot the Allied Jewi.sh Appeal of Philadelphia Is secretary. B'nai B'rith, the American Jewish Conference, Zionist Organization of America, the American Jew¬ ish Congress, and the Jewish National Workers Alliance have gone on record against national budgeting.
The proposal for national bud getlng, as defined by the Coun¬ cil reads.
"Advisory budgeting Is a re view by a national committee selected by the Council or by th welfare fund members ot th Council, which would, assumed ly, be acceptable both to the member agencies of the council and the national and -oversea agencies organizations, as an Im partial and objective group. Na tlonal and .overseas agencies would determine what their budgets should be. The national committee would then review; the budgets and would attempt, together with the national and overseas agencies, to arrive a joint decisions on the amount of funds required for specific programs. "These would be re commended. In an advisory way to the welfare funds as minimum goals for fund raising and dis¬ tribution.
The Committee to Oppose Na¬ tional Budgeting warped that "such an advisory committee would soon become mandatory and woulcl deprive local com munltles of their Inherent right to make their own decisions re¬ specting their support for pro¬ grams and movements In Jew¬ ish life. As it is now constitu ted, there is no representative body in the American Jejvlsh Community which has beei democratically chosen or demo cratically delegated with the authority to discuss and contro fund raising and general activi¬ ties on the American scene . . We cannot accept a proposal for a National Budgeting system which Would delegate, to a limit ed group of individuals having no direct responsibility to any democratic process, the power to advise on national goals; al locate or recommend the per centage of such funds whicli should he provided by each com munity; or even to suggest the ratio of apportionment to the various agencies participating In the local Welfare Funds ... In effect, such a committee . . . Sup ported by the appearance of ob¬ jectivity, would usurp complete control over Jewish public funds and established a ceiling on the aspirations and alms of all or¬ ganizations depending for their support upon the welfare funds
B'nai B'rith Invites Community to Join In Celebration

Rabbl Hyman Qhanover, form¬ erly of Congregation Sons of Is¬ rael, Cllffslde Park, N. J., has been elected spiritual head of Congregation Tifereth Israel for the coming year. Succeeding Rabbl Moshe Goldblum, now a chaplain In the 0. S. Army. Rab¬ bl Chanover represents the sec¬ ond replacement for Rabbi Na¬ than Zellzer, actual spiritual leaider of the congregation, who Is still on leave with the Army of the United States.
Rabbl Chanover, who assumed his rabbinical duties in Colum¬ bus on Sept. 1st, will conduc.t the forthcoming High Holiday ser vices at the Temple.
The East Broad St. Temple Is Rabbl Chanover's third pulpit his two previous ones having been at Cllffslde Park, N. J which he served last year while still a senior at the Jewish Theo¬ logical Seminary of America and earlier at Kings Park, New York. He has now completed his rabbinical training at the Sem Inary and will receive his offl cial ordination at commence¬ ment exercises on October 7th While at the Seminary, Rabb Chanover was for a time re¬ search-assistant to Prof. Louis Finkelstein president ot that In stitutlon, and (ihalrman of the Zionist Cultural Committee ot the student body. Prior to his enrollment In the Rabbinical school, he was a staff member of the American Jewish Com mlttee and the Contemporary Jewish Record, bi-weekly publl cation of the Committee. He is also a past president of the National Union of Jewish Youth an organization affiliated with the Union of Orthodox Congre¬ gations of America.
For a number of years, Rabb Chanover has been a member at-large ot the National Jewish Committee on Scouting which was recently Incorporated into the National Council of Boy Scouts of America as an advisory body.

The first meeting of the fall season for Columbus' B'nai B'rith will be a community-wide celebration to welcome- home more than 125 v honorably discharged World Vfar II Vet¬ erans, at the Broad St. Temple, Tuesday, September 18.
Perfional invitations are being sent to ail Columbus Jewish sor vlcemen by Allan Tarshish, pres¬ ident of B'nai B'rith. Any ser¬ vicemen home on leave are also invited although names of these men and women are not avail able for personal Invitations.
Tarshish al.so urged that any¬ one knowing Itjcai veterans who will be in Columbus the evening or the reception, advise him so an effort can be made to have them attend.
An interesting program Is be¬ ing arranged. Refreshments will be served and everyone will be given the opportunity to meet a n (1 personally congratulate these local men who have served our country.
Several of the servicemen wlil report their most interesting ex¬ periences during actual combat. The entire Columbus Jewish community is Invited to join with H'nai B'rith in this re¬ ception to servicemen.

Now, that V-J. Day has been declared, the Jewish War Veter erans Capitol Post No. 122 an nounce the opening.of their fal season with a gala stag "Victory Dinner", at the Seneca Hole next Tuesday evening, Septem ber 11, at 7 o'clock.
The Post is to have as its guests at the dinner many o the recently discharged veter ans, who will have an opportun ity to acquaint themselves with the functions and purposes ot the J. W. V. The victory dinner is pai't of the ^general memi)er ship drive program to welcome Into the J. W. V. many recently discharged veterans as well as the hundreds who will be re¬ turning to our midst In the months to come.
It Is the opinion ot local lead¬ ers that the Jewish War Vet¬ erans organization will in the near future become one ot the largest, if not the largest and most powerful Jewish group in this area.
Although every attempt is being made by the J. W. V., to contact every recently returned veteran, it is possible that some may be overlooked It. there tore, urges veterans who have not as yet been contacted to cal Mr. Joe Dulsky, AD. 2316 and no¬ tify him of their desire to attend the dinner.
National Commander, Archie Greenberg on his recent visit with President Truman, declar¬ ed that the chlet executive tuUy agreed with the many Important phases of the veterans' organiza¬ tion's future program. It Is interesting tb note that th(i Jewish War Veterans group works in close cooperation with the American Legion. It gives Jewish vets an opportunity to enjoy comradeship of his fellow veterans as well as participa¬ tion in the fight for the rights of, Jews as citizens of this great democracy.
The traditional Jewish New Year (Rosh Hashonah) began at .sun-down Friday. Sept. 7th. Or¬ thodox .lews celebrate for days, 8th and Uth. Services will be held in Synagogues and Army Camps as well through¬ out the world on the evenings of the 7th and 8lh and the mornings of the Sth and !)th.
This year the celebration will he of more than ordinary signi¬ ficance becau.se the Ideal of the Jewish Hoiyciays is the ideal on which the entire Judaeo-Chris- tian ethical character of our Western Civilization Is based, an ideal of "Peace, Peace, to those that are far and to those that are near". According to Jewish tradition, Rosh Hashonah is the anniversary of the creation of the world. Accordingly, it chal¬ lenges us to help build a New World. In recognition of this fact and as a geperaus gesture of Brotherhood and Cooperation many non-Jewish churches have been known to hold services in honor of this Holyday season.
This day ushers In the ten pen¬ itential days during which time Jews seek to make peace with themselves, with their God and with their neighbors. TJie day is entirely spiritual In Its cele¬ bration unlike the civil New Year whose observances stem from the Roman Saturnalia.
The blowing of the Shotor, or Ram's Horn, as a call to repent¬ ance is a picturesque part of the Synagogue Service for the New Year. It was a ram's horn which called people to service and assembly for important pro¬ clamations in ancient Palestine. .• It was a ram's horn that "Pro¬ claimed ¦ liberty throughout the land to all the inhabitants thereof". This year too is a real "Jubilee Year" when -'Rosh Hashonah" the beginning ot this New Year is a call to a New Era of better understanding, of greater sincerity and dedication to the pursuit of peace.
Jewish Community Council To Elect Officers Sept. 13th.
The quarterly meeting of the Jewish Community Council will take place Thursday, Sept. 13th, 1045, at 7:30 P. M.. at the Schon¬ thal Center it was announced to¬ day by Harry Gilbert, President, The annual report will be given by all Committee Chairmen and the election .of officers will take placg.
