and a t h i r t y y e a r v e t e r a n o f t h e U n i t e d S t a t e s Army when he r e t i r e d
f r o m a c t i v e d u t y as a b r i g a d i e r g e n e r a l i n 1975. A t t h a t t i m e he
j o i n e d t h e O h i o D e p a r t m e n t o f N a t u r a l R e s o u r c e s where he became
D e p u t y D i r e c t o r f o r R e s o u r c e P r o t e c t i o n and C h i e f o f t h e D i v i s i o n
o f W a t e r . I n e a r l y 1981, he became D i r e c t o r o f t h e O h i o D e p a r t m e n t
o f E n e r g y a n d i n May o f t h a t y e a r he became D i r e c t o r o f t h e O h i o
E n v i r o n m e n t a l P r o t e c t i o n Agency when t h e p r e v i o u s D i r e c t o r , James F.
McAvoy, a c c e p t e d a f e d e r a l p o s i t i o n . Upon t h e i n a u g u r a t i o n o f
G o v e r n o r R i c h a r d F. C e l e s t e i n J a n u a r y 1 9 8 3 , N i c h o l s r e s i g n e d f r o m
t h e O h i o EPA t o t a k e up e n v i r o n m e n t a l c o n s u l t i n g w o r k . On March 6,
1984, N i c h o l s d i e d i n an a u t o m o b i l e a c c i d e n t i n F l o r i d a a t t h e age
