IN obedience to the call of m> fellow citizens, communi¬ cated to me through your joint committee, I have attended to take aud fubfcribe \\e neceflary oaihs required by the conftitution, preparatory to adminiftering tlie government of this ftate. I cannot, on this occafion, but exprcls to them through their reprefcntatives, the higli fenfe 1 entertain of the obligations I am under for their partiality towards me, in the unnniniify which they have nianiftfted at the Jaie elcc^ tions, and to alkire you and them, tliac fo far as my very linnited talents and experience will enable, it fhall be my ftudy and care to keep the public weal coi ftantly in vieWp and uniformly to endeavor to evidence that the confidence repofed in me has not been mifplaced.
In order to divert as little ot your time as poffible from the important duties affigned you, and to avoid that unnei ceflary parade whicli has been too often made ufe of, 1 will, while I am here;, obferve, that to-morrow, at eleven o'clock^. I fhall make a conununicaTJon to the legiilature on the ftate of the government, by meHage.

The fenate, according to the order of iheday,again refolved itfelf into a committee of the whole, on the report of the committee of tlecftions and privileges, on the memorial of^ James Pritchard, Mr. Paul in the chair, and after fome time fpent therein, the fpeakcr refumed the ciiair and Mr. Paul reported, that the committee had, according to order, taken the faid report into confideration, and come to a lefblutioei^ thereupon, which lie delivered in at the clerk's table.
